Good evening. Here's the start of tonight's briefing. 
1. A deal appeared close in Washington on a budget that would modestly increase spending over previous caps and avert a painful default. If it's clinched now, thanks (or blame) goes to John Boehner, the House speaker who ceded the gavel to be able to continue negotiations over the objections of hard-line conservative Republicans. He's set to hand off to Paul Ryan on Thursday.
2. Russian submarines have been operating near undersea cables that carry almost all global Internet communications. That's raising fears in the U.S. and Europe that Vladimir Putin's strengthened navy is hunting for new Western vulnerabilities. "The level of activity is comparable to what we saw in the Cold War," a European diplomat said.
