Your Tuesday Evening Briefing

Good evening. Here's the start of tonight's briefing. 
1. Iraq's prime minister vowed to retake Mosul from the Islamic State after his forces recaptured Ramadi, another stronghold. Pentagon officials said Falluja and Baiji would have to be retaken first. A U.S. military spokesman said airstrikes had killed 10 of the group's leaders, including some linked to the recent Paris attacks.
2. Ethan Couch, the Texas teenager whose defense successfully argued that he was too rich and spoiled to take responsibility for killing four pedestrians while driving drunk, was arrested with his mother in the Mexican resort city of Puerto Vallarta for fleeing his probation. Photos released of the pair, above, show that his blond hair and beard had been dyed, and officials said they had planned their escape from the U.S. carefully.
