Major powers clashed on the sidelines of the Syrian war, as Turkey shot down a Russian warplane along Turkey's border with Syria. The aftermath reverberated with Cold War tensions, highlighting the perils NATO countries and Russia face as they conduct uncoordinated operations against various factions, including the Islamic State, in Syria's war. 2. In Chicago, a police officer turned himself in to answer charges of murder in the case of a black teenager who was shot 16 times more than a year ago. The charges could blunt reaction to the court-ordered release of the video of the shooting.
