Good evening. Here's the start of tonight's briefing. Go to the full briefing. 
1. Tensions between the U.S. and Russia over the conflicts in Syria and Ukraine dominated the opening of the 70th session of the United Nations General Assembly. Vladimir Putin praised the Syrian leader, Bashar al-Assad, as a bastion against the Islamic State, while President Obama called him a tyrant "who drops barrel bombs to massacre innocent civilians."
2. The U.N. secretary general seated himself between Mr. Putin and Mr. Obama at a lunch, but absented himself for some of the toasts. The two leaders met privately later for the first time in more than two years, shadowed by Russia's maneuvering to build up its military presence and diplomatic power in Syria and its continuing support for Ukrainian separatists.
